i couldn't have said it better.
and also, an enourmous part of the community will agree with me and DOES agree with me. a huge (and i mean aboslutely gigantic) portion of the GW community sees this as a useless update. whether if it was done 2 years ago or 2 days ago, the fact is: this litte (actually.. it wasn't "little") "update" still took time to do and this 'time' could have went to something else. this is my opinion and that is what i am sticking to as a

It's over now, anyway.
I don't really think anything more needs to be said on the topic. Nobody wants their hard work to feel unappreciated, and it did take a lot of work to put out all these new descriptions.
Just don't let GW1 die for the sake of making GW2 better; you'll lose a player base that way.

Let me put it this way, saying that the time spent on this update would have been "better spent" is like going to a fast food joint and saying the cashier's time could have been better spent helping make your burger instead of waiting for the next customer.
Obviously, you don't need 2 people to make a burger, assigning 2 people to making one does not make it go faster, and having a person assigned as cashier does not make your burger take longer or reduce its quality.
You're complaining about a problem that simply does not exist.

Never seen Wendy's take more than one. :P
Swap in Taco Bell instead, I don't care, the point is that there hits a certain limit to the number of people you can assign to a task and get any sort of improvement out of it. I'm under the impression that skill balance has already hit that limit.

Pretty sure making alt descriptions based on anything takes about as long as a freaken coffee break and a smoke. Too much time spent in the pool+pinball coffee lounge Anet.

Chances are that it took an intern half a day to whip up the descriptions anyway, but it still seems a frivolous update to me. Who are we trying to pander to with shorter skill descriptions, the ADD crowd? There were very few skills that could have done with a change, mostly old prophecies skills that had unneeded info.

There has been grumblings on guru and the talk pages that skill descriptions were frivolous or didn't have an exact standard so at least some people should be placated now. Granted, there's been grumblings about everything...

Its a fine update.
But I think what the OP is getting at is the game has neccessary improvements that haven't been made while all these unneccessary but cool improvements are made instead.
Whether they take time away from each other is irrelevent. I think what some people are saying is they are frustrated that random stuff comes constantly out over required stuff.

I think that the vast majority of GW players and customers were grateful to see that some of the issues they had in the game were solved (the bugs I mean). I guess you have to start realizing that you're part of the minority and not all the updates or the effort that Anet will put into the game is directed at you or your kind. (don't take it personally, this is simply reality - pvp community is much smaller than pve community and Anet's efforts in terms of game balance are already highly favoring the pvp community over the pve one...).
Also, as Andrew said, there's different teams working on different issues, i.e. Izzy and his peeps doing pvp game balance, other teams doing bug fixing or pve stuff, and so on... it's called division of labor or specialization... So everyone used their time to fix the issues in their area of responsibility... normal time management I would say...

Different people do different jobs. The programmer/designer that edits/adds strings to the table for skill descriptions is probably a junior that has little to do with any major design decisions.

Not every update is going to have something that directly benefits you. There is no point complaining about that, and frankly, it is counter productive. So here's my theory. Anet recently received a batch of part-time high school/college students. Skill descriptions would be some good busy work to do :P I don't think these part-time guys would be trusted with skill balances/more in-depth programming issues.
